Ian Francis, Oceaneering’s Onshore Remote Operations Center (OROC) Supervisor in Morgan City, Louisiana, is at the forefront of a technological revolution to redefine the future of offshore operations.
Innovating Offshore Operations
Typical subsea operations involve numerous offshore personnel, including remotely operated vehicle (ROV) crews and specialists. Oceaneering’s OROCs are transforming this landscape by using satellite and wireless networks to transition experts from offshore platforms to onshore facilities. The centers support a wide range of operations, from commissioning to decommissioning, including underwater inspections, surveys, rig positioning, and maintenance services. By centralizing these activities onshore, operations become safer, more sustainable, and collaborative.

From Aircrafts to ROVs
Ian left school at 16 and joined the United Kingdom Royal Air Force as an aircraft technician, serving for 26 years. As he neared retirement, he sought employment where he could apply his military skills.
“ROV tech seemed the most exciting fit. Before leaving the military, I earned a Higher National Certificate (HNC) in Mechatronics. I started with an ROV company in Aberdeen, Scotland, moved to Canada, and joined Oceaneering as an offshore ROV tech in 2005.”
In 2012, Ian transferred to Oceaneering’s Morgan City facility to serve as an instructor for ROV technical and regulatory training. As a senior instructor, he developed diverse technical training programs for global audiences. In 2020, he became supervisor of Morgan City’s newly constructed OROC. The facility manages a diverse range of offshore projects, including field inspections, pipeline integrity inspections, riser installations, maintenance, and more.
Ensuring Operational Excellence
“There’s rarely a typical day in this job. I start work at 6:30 a.m. with an overview of current operations from the OROC pilots who provide 24-hour coverage. Throughout the day, I ensure the functionality of our remote pilot stations, manage network communications, and resolve any equipment issues.”
Ian also installs and maintains the remote operations equipment on offshore vessels and rigs and operates a test ROV in Oceaneering’s test tank to evaluate new software and hardware before offshore deployment.
