In late 2022, Oceaneering’s Maintenance and Reliability Solutions team was contracted to support a major operator with a turnaround (TAR) at one of their European refineries.

The project’s scope was to ensure that the refinery’s maintenance program was fully updated, to align with the engineering modifications being made during the TAR.

Delivery of the revised asset data, modified maintenance and spare part assessments had to coincide with the strict TAR timeline for plant startup and handover to operations. This was to make sure the facility remained compliant by having the latest data populated in the client’s Computerized Maintenance Management System (CMMS).

Management of Change (MoC)

The TAR covered a series of approximately 40 defined plant modification scopes, so effective information management was key to meeting the project schedule. In response, the Oceaneering team established robust maintenance implementation processes. Working closely with the client’s operations and engineering teams was fundamental to ensuring there was complete oversight of the maintenance program updates in the CMMS.

The backbone of a robust maintenance program is accurate asset data. The Oceaneering team prepared the new and modified assets and assigned criticality ratings in accordance with the client’s governing criticality procedure, ready for upload to the CMMS. They also flagged assets and assigned maintenance for deactivation within the CMMS when the equipment had been decommissioned.

Maintenance Assignment

Wherever equipment engineering modifications had occurred, the team worked in accordance with the client’s global standards to modify existing maintenance plans, therefore ensuring consistent and complaint maintenance and inspection strategies were in place. Additionally, whenever needed, new maintenance plans were generated using the same principles.

Spare Parts Assessments

Where applicable, for all new equipment installed during the turnaround, spare parts assessments were completed by liaising with OEM’s and vendors to set safety stock levels in accordance with the client’s processes. This process was essential to minimizing potential equipment downtime.

Implementation into Client Systems

Following successful approvals from the client’s discipline leads, the Oceaneering team provided upload templates for the revised data to be loaded into the CMMS. Thus, achieving a seamless end-to-end delivery of the updated program data utilized to manage the future maintenance operations of the new equipment.

Results

Oceaneering successfully delivered the updates within the timescales specified, ensuring that the CMMS data linked to the engineering modifications remained up-to-date, comprehensive in detail, and aligned with both regional and global standards.

Through effective collaboration, precise project scoping, and adaptive resource management, we made sure the refinery's maintenance program was enhanced whilst remaining compliant and consistent to enable a streamlined approach for future operations.
