The Oceaneering/MTS Symposium is the fall meeting of the Washington DC Section of the Marine Technology Society (MTS) and is open to MTS members and invited guests. Symposium guests include representatives from the U.S. Navy, NAVSEA, SOCOM, NASA, NSA, and U.S. Air Force, MTS members, Oceaneering employees, clients, maritime businesses, academia, and military service members. Foreign nationals may be in attendance.

Leigh McCue-Weil
Associate Professor and Chair | Department of Mechanical Engineering | George Mason University
Leigh Shaw McCue-Weil is an Associate Professor of Mechanical Engineering at George Mason University, Chair of the Department of Mechanical Engineering there, and former Executive Director of the American Society of Naval Engineers. McCue majored in mechanical and aerospace engineering at Princeton University, graduating in 2000. After earning a master's degree in aerospace engineering at the University of Michigan, she switched to naval architecture and marine engineering, earning a second master's degree there in 2002 and completing her Ph.D. in 2004. Her dissertation, Chaotic Vessel Motions and Capsize in Beam Seas, was supervised by Armin Troesch.
She became a faculty member in the Virginia Tech Department of Aerospace and Ocean Engineering from 2004 to 2015. From 2015 to 2018 she was Executive Director of the American Society of Naval Engineers. In 2019 she took her present position at George Mason University. At Virginia Tech, McCue won a Presidential Early Career Award for Scientists and Engineers for 2008, and in 2013 was given the Rosenblatt Young Naval Engineer Award of the American Society of Naval Engineers.

Rear Admiral Paul Flos

Rear Admiral Paul Flos is a seasoned naval officer with over 30 years of experience in operational, technical, and diplomatic roles. Born in Tegelen, Netherlands, in 1966, he began his naval career at the age of 18, when he started his officer training at the Royal Naval College in Den Helder and served on several naval vessels, including HNLMS Tromp and HNLMS De Ruyter, for over 10 years in operational positions.
As a naval officer, Rear Admiral Flos has had a distinguished career, with a strong focus on engineering and technical expertise. He served as Head of the Engineering Department on HNLMS Tjerk Hiddes and HNLMS Johan de Witt, and as Defence Attaché in Syria, Lebanon, and Iran for 2 years. He also worked at the NATO Helicopter Management Agency in Aix-en-Provence, France.
From 2019 to 2023, Rear Admiral Flos served as Head of Naval Systems at the Defence Materiel Organisation, now known as COMMIT Materiel and IT Command. Currently, he serves as Director of Program International Naval Materiel Cooperation, fostering collaboration and cooperation between nations and industries to enhance maritime defence capabilities, with a focus on Unmanned Systems and protecting Critical Underwater Infrastructure. Additionally, since April 2025, he has held the position of Chairman of the NATO Naval Armament Group (NNAG).

Rear Admiral Tim Gallaudet, PhD, US Navy (ret) is the CEO of Ocean STL Consulting where he serves as a strategic advisor for a variety of tech startups, research institutions, and philanthropies. He is a former Under Secretary of Commerce and Administrator of the National Oceanic and Atmospheric Administration (NOAA), and prior to NOAA, Gallaudet served for 32 years in the US Navy, completing his career in the Pentagon as the Navy’s chief oceanographer, meteorologist, hydrographer, navigator, and senior liaison officer to the NOAA Administrator. He has a bachelor’s degree from the U.S. Naval Academy, and master and doctoral degrees from Scripps Institution of Oceanography, all in oceanography. Gallaudet is a recipient of the 2019 Monmouth University Urban Coast Institute’s Champion of the Ocean Award, a fellow at The Explorer’s Club, a distinguished graduate of the University of California, San Diego, and recipient of the U.S. Coast Guard Distinguished Public Service Award. His book about leading NOAA during President Trump’s first term is titled Holding Fast in Heavy Seas: Leadership for Turbulent Times and will be published by Koehler Books in the Fall of 2025.

CAPT Bill Mowitt is the acting Director of NOAA’s Office of Ocean Exploration in the Office of Oceanic and Atmospheric Research. The Office of Ocean Exploration leads national efforts to fill gaps in basic understanding of the deep-ocean environment, providing critical data, information, and awareness needed to protect American livelihoods, strengthen national security, and promote a vibrant U.S. economy.
Prior to his service with Ocean Exploration, he was the Director of NOAA’s Uncrewed Systems (UxS) Operations Center, located in the Office of Marine and Aviation Operations. There he led NOAA’s adoption of more than 20 different Uncrewed Systems across the agency's oceans and weather missions portfolios. In his time with the NOAA Corps, CAPT Mowitt served more than nine years at sea on NOAA Ships. This took him to virtually all parts of the U.S. EEZ and included time as Commanding Officer of the NOAA Ships Henry B. Bigelow und Pisces, where he spearheaded the integration of bathymetric multibeam sonars on both ships, expanding their mission sets.
